Ocean Beach - what's happening now?

In November 2007 the Hastings District Council accepted an application for a private plan change for processing under the Resource Management Act 1991. The application, made by Hill Country Pastoral Ltd in late May, proposes up to 1000 dwellings with associated commercial development in the Ocean Beach area.

The private plan change request will be processed and will likely proceed to a hearing before independent commissioners (not from Hastings District Council) in 2008. The public will have the opportunity to make submissions as part of this process.

In the meantime Council is obtaining a valuation of the Haupouri Flats as a possible reserve purchase.

2005 Ocean Beach Charrette

Ocean Beach Charrette

More than 1000 people participated in the 10-day charrette process at Ocean Beach in October 2005. As a result of the charrette a draft master development and conservation plan was produced.

Press adverts

Advertisements appeared in Hawke's Bay Today, including Council's weekly Community Link page, and the Hastings Leader.

Road signs

Road signs were erected on the Havelock/Hastings Road, Karamu Road, Pakowhai Road and Te Mata Road.

Radio ads

Radio adverts played and changed as days progressed. Also, radio announcers spoke about the charrette during breakfast slots (feeds) attracting people to what was going on and encouraging them to participate. Radio feeds were on Classic Hits, Newstalk ZB & 92.7 More FM.

Open day

The Open Day was held at Haupouri Station Woolshed on 12 November. It was an opportunity for members of the public take a guided site tour if they hadn’t been able to a month earlier, as well as ask questions of council, landowners and design team.

Story Boards were produced for the purposes of the Open Day and any other ongoing consultation. The story boards explained the process to date as well as info which came out of the charrette. About 200 people attended the Open Day.

Cre@ive Hastings Forum

Cre@ive Hastings organised a Design Forum on Monday 21 November 2005. Council and HCC participated by presenting information and asking questions from the floor. The evening attracted good numbers.

Public Meeting 11 March 2006 at the Hawke's Bay Opera House

Around 400 people attended.

Hastings District Council Expo 21 & 22 April 2006
More than 1000 people toured through the Expo at the Hastings Sports Centre, and the Ocean Beach booth proved popular.

What is a charrette?

A Charrette is an intense work session with public workshops. It is a collaborative planning process that harnesses the talents and energies of all interested parties to create and support a feasible plan that represents transformative community change.

It allows all people a chance to come together and work through their ideas, views and issues, which will be used as a basis of developing direction for the project. The idea of a the charrette is for designers to get a feel for the local community, view existing architecture and design in the region and gain knowledge of local issues and concerns.

Specialists then work to develop plans that can be viewed and commented on straight away.

Meaning

The French word, "Charrette" means "cart" and is often used to describe the final, intense work effort expended by art and architecture students to meet a project deadline.

This use of the term is said to originate from the École des Beaux Arts in Paris during the 19th century, where proctors circulated a cart, or "charrette", to collect final drawings while students frantically put finishing touches on their work.

What a charrette is not:

  • A one-day workshop
  • A multi-day marathon meeting involving everyone all the time
  • A plan authored by a select few that will affect many
  • A "visioning session" that stops short of implementation
